Lower Property Values Could Lead To Higher Tax Rate

A decrease in property value is the reason for Missouri City’s possible tax rate increase, and the city says the national mortgage crisis and Hurricane Ike are to blame.
Last year’s property value in Missouri City was appraised at $4,414,455,379, which dropped this year to $4,115,269,944. The decrease caused the city’s effective tax rate – the rate at which the city will generate the same amount of money as last year – to jump by about a penny.
City council will vote tonight on possibly increasing the tax rate from $0.51724 per $100 of property value to $0.5284.
The city’s 2010 budget was “developed recognizing the uncertainty of the economy in these unprecedented times,” according to City Manager Frank Simpson, and at $33,192,305 is a little more than 2 percent less than the 2009 budget.
Even with the budget cuts, the city is facing a $750,000 deficit with the proposed tax rate, and plans a hiring freeze and other cuts to cover the difference...get the full piece below:

MCC comment: Recently the city was involved with a land deal with a development company for about this amount whom appears on several of the campaign finance reports of the mayor and two other council members. Is this a coincidence?

At their regular meeting on September 18, Rosenberg City Council thanked the members of the City’s Tax Increment Reinvestment Zone (TIRZ) No. 1 and the Downtown Project Advisory Task Force for their service.
The TIRZ No. 1 was established in 1999 as an economic development tool to promote both new development and redevelopment within an eight-block area generally referred to as the Downtown Historic District. Over the last ten years, City and Lamar Consolidated School District taxes were set-aside to finance public improvements in the zone. In his presentation, Mayor Joe Gurecky noted that in 1999, properties in the eight-block area appraised at $8,856,000 and today, property in the same area is appraised at $12,971,000. He also noted over $225,000 was accrued during the ten-year period which were utilized to fund, in part, the infrastructure improvements in Historic Downtown Rosenberg. Certificates of Appreciation were presented to members of the TIRZ No. 1 Board and included: William Butler, Bill Dostal, Don Drachenberg, Christian Hawkins, Mike Mercado, Dr. Travis Reese, Michael Richard, Linda Rulau, Rhoda Danziger Saka, Commissioner Richard Morrison, and Janice Vyoral.

The City of Rosenberg, in collaboration with the City of Richmond, Fort Bend County, and Workforce Solutions, will co-host the third annual Public Sector Career Fair from 10 AM to 3 PM on Tuesday, September 29, 2009 at the Rosenberg Civic Center, 3825 Texas 36 South.
The event is open to the public.
The Career Fair will give county residents the opportunity to explore employment opportunities with local, county and state government agencies, college and universities and non-profit agencies located throughout Fort Bend County.
